Strong Advocacy from HME Community Leads to 153 House Members Endorsing HME Policy Priorities

We received word on Monday that the Congressional sign-on letter on HME priority issues "closed” with commitments from 153 members of the House of Representatives.  Per the usual procedure with these sign-on letters, Hill staffers are now taking the letter to each of these offices to get an actual signature on the letter.  We will update you when the letter and signatories are officially released.

This strong endorsement from Capitol Hill comes at a particularly important juncture as HHS and CMS consider requests from AAHomecare and other HME stakeholder groups for action on reforms for the bidding program, as well as reimbursement rate relief for rural providers, reining in recent additional cuts for stationary oxygen in rural areas, and preventing cuts for CRT accessories.

While a great deal of credit goes to Reps. Cathy McMorris Rodgers (R-Wash.), Diana DeGette (D-Colo.), Dave Loebsack (D-Iowa) and Lee Zeldin (R-N.Y.) for spearheading this effort, the persistent follow-up work by AAHomecare members and the rest of the HME community is what has made a real difference here.  The commitment of hundreds of individuals who either made the case for our issues at last month’s Washington Legislative Conference or who followed up with their representatives to get a commitment to sign onto the letter is why our champions will be able to send a letter to HHS & CMS with more than one-third of the House on board!  This is an exceptional showing, and it’s the result of an exceptional effort from all quarters of the HME sector.

And, finally – don’t forget to say thanks!  When the final list of signatories is released, please make sure to thank members of Congress who signed on directly, as well as on any social media feeds you or your company have.

Health Insurer Centene announced plans Tuesday to expand into more Affordable Care Act insurance exchanges for next year, at a time when competitors are either pulling back from those markets or proposing steep price hikes to remain.

Health care is high on the minds of voters in Georgia's 6th congressional district, but most disapproveof the House GOP's current proposal to repeal and replace Obamacare.

CURES Act Adjustment Update

CGS sent this note to GAMES regarding CURES mass adjustments:

Please share the following information with the Jurisdiction C council members.  These updates should help the members with the mass adjustments from section 16007 of the CURES Act (per MLN Matters MM9968)! 

As valued members of our jurisdiction councils and POE advisory groups, we want to share some new information regarding the mass adjustment initiative mandated under CR9968.  We encourage you to share this information with your members.

CGS has been working closely with CMS, Noridian and the shared system maintainer to add a special RARC code to help suppliers identify claims adjusted under CR9968.  We have been notified that the new code will be N689. N689 will be in the 2100.MOA segment of the ERA and in the claim header MIA/MOA section on the SPR. It will include the following alert message:  "This reversal is due to a retroactive rate change.

”In preparation for the mass adjustments, CGS received and processed a small batch of claims the week of May 15, 2017. CMS asked contractors to process a small batch and report any findings.  Upon completion, CGS identified an issue with some adjustments that resulted in an overpayment that could have been previously refunded. We are working with the shared system maintainer to resolve this problem.  Once all issues are resolved, CGS will begin the full mass adjustment process in accordance with CMS instruction.  Based on claim volumes, CMS anticipates the adjustment process to take approximately 24 weeks. 

CGS will provide weekly status reports via ListServ and social media. CGS will continue to share additional news and information with you.  We will also post updates via social media and ListServ.

DME Comprehensive Workshop Coming to Atlanta on August 9!

The DME Provider Outreach and Education team is excited to announce a Comprehensive Workshop coming to Atlanta, Georgia, on August 9. This workshop, being held at the Hilton Atlanta/Marietta Hotel and Conference Center, will be an all-day Medicare education event designed for DME suppliers. Are you a newer supplier? Do you have new staff that could use some help in understanding Medicare? Do you sometimes get denials for something basic or technical? This is a perfect workshop for you! 

The workshop day will begin with a presentation from the CBIC contractor representative. Then, Medicare Updates and Medicare’s Standard Documentation Requirements will be discussed. Next, the POE instructors will provide an overview of the auditing entities and detail audit data from the top equipment categories. Suppliers are encouraged to bring their questions to the workshop!

RAC Announces Complex Review for PMD

On June 6, the RAC posted the complex review of power mobility devices that are not subject to Prior Authorization Demonstration on their website.  This is a medical necessity and documentation review and it will affect claims having a "claim paid date” less than 3 years prior to the ADR date. The RAC listed the following codes that are subject to this review: K0800-K0802, K0812-K0816, K0820-K0829, K0835-K0843, K0848-K0855, K0890-K0891, K0898.
